I guess he misplaced it.
I was drawing a whole bunch of rough draft gijnkas this morning, and this is the only one that came out remotely alright. I've been working on Rotor's design for weeks now, and this is the closest I've come to something I like. I wasn't sure how old to make him look, which outfit to pick, even how perky he should be. He's been all over the place in terms of both personality and design, so this was a bit of a challenge.
In the end, I wanted to keep the fuzzy collar jacket he used to have, but he's a walrus, and I have no idea why a big fat walrus needs even more insulation when everyone else is prancing around nearly naked. So I made it a vest to make it cooler (both actually cooler and cool looking) and made it yellow and grey so that it tied into more of his newest design and the Iron Rotor outfit. And then the utility belt that he's always had. I actually kind of like how hip this looks, tbh.
He's balding more than the others because of both mental and physical stress, so he wears a baseball cap to hide it. I'd normally draw him with it, but I wanted to figure out the hair underneath it first.
I dunno, I may make some changes to it along the way. I don't know if this totally reads as Rotor, but I feel like trying to make him fit just one of the designs would make the rest look weird. This is the best compromise I could come up with.
And seriously, the redesign looks stupid. I'm not making him buff. Fat Rotor 4ever.

Considering all the major stress Rotor is going through, I think the thinning/balding hair is very accurate to the character. I'm glad you're still keeping Rotor chubby for this interpretation. He is a huge guy after all! Loving that stylish vest.
If you're still kinda stumped on design concepts, have you thought of small jots such as his humanoid version's nationality? This is my personal interpretation (and you're free to turn it down if you think otherwise) but I've personally imagined Rotor to either have 5 o'clock shadow or very subtle facial hair to reflect the whiskers and dotted muzzle he has. Being a mechanic tends to get the character looking rough while working on machines, so I think scuffing up or giving him facial and/or arm hair could help make him appear more busy. Has less time to keep himself tidy, and more on the job!
